ISS Previous Year Paper 2022 GS Solution Question

Q.1(e) “Non-Cooperation Movement and the Civil Disobedience Movement mark a strategic shift in the freedom struggle.” Discuss.

Answer :

The Non-Cooperation Movement and Civil Disobedience Movement represented a major departure from the earlier moderate methods of petitions, resolutions, and constitutional negotiations.

Non-Cooperation Movement (1920–22)

The movement was launched in response to the Rowlatt Act, the Jallianwala Bagh massacre, and the Khilafat issue. Gandhi called upon Indians to boycott government institutions, schools, courts, foreign goods, and titles.

For the first time, peasants, workers, students, women, and the middle class participated on a large scale. The movement transformed the freedom struggle into a mass-based national movement.

Civil Disobedience Movement (1930–34)

The movement began with Gandhi's historic Dandi March against the Salt Law. Unlike the Non-Cooperation Movement, it involved the deliberate violation of unjust laws and direct challenge to colonial authority.

The movement expanded participation across different social groups and regions. It demonstrated the power of non-violent resistance and increased international attention toward India's demand for independence.

Strategic Shift

  • Shift from elite politics to mass participation.

  • Adoption of Satyagraha and non-violent resistance.

  • Increased involvement of women and marginalized groups.

  • Direct challenge to the legitimacy of British rule.

  • Strengthening of nationalist consciousness across India.

These movements laid the foundation for later struggles, including the Quit India Movement.

Conclusion

The Non-Cooperation Movement and Civil Disobedience Movement fundamentally altered the course of India's freedom struggle. By mobilizing the masses and introducing non-violent mass resistance, they transformed the nationalist movement into a powerful force that eventually led to independence.
