ISS Previous Year Paper 2021 GS Solution Question

Q.3(a) Critically examine Indian Agriculture Acts of 2020.

Answer :

The Agriculture Acts of 2020 consisted of three major legislations aimed at transforming agricultural marketing and improving farmers' income.

Major Objectives

  • Allow farmers to sell produce outside Agricultural Produce Market Committee (APMC) mandis.

  • Encourage contract farming arrangements between farmers and buyers.

  • Facilitate private investment in agricultural infrastructure and supply chains.

  • Reduce barriers in interstate agricultural trade.

Potential Benefits

Supporters argued that the laws would provide farmers with more marketing options and greater freedom to sell produce at competitive prices. Increased private sector participation could improve storage, transportation, and supply chain efficiency.

The reforms were also expected to reduce the role of intermediaries and enhance agricultural competitiveness.

Major Concerns and Criticisms

Many farmers expressed concerns that weakening APMC mandis could eventually undermine the Minimum Support Price (MSP) system. There were fears that small and marginal farmers might have limited bargaining power while negotiating with large corporations.

Critics also argued that the laws were enacted without adequate consultation with farmer organizations and state governments. Since agriculture is closely linked to state interests, concerns regarding federalism were also raised.

The absence of a clear legal guarantee for MSP became a major point of contention. Large-scale protests emerged, particularly in Punjab, Haryana, and western Uttar Pradesh.

Due to sustained opposition and political controversy, the three farm laws were eventually repealed in 2021.

Conclusion

The Agriculture Acts of 2020 sought to modernize agricultural markets and attract private investment. However, concerns regarding farmer security, MSP, market power, and stakeholder consultation led to widespread opposition. The debate highlighted the importance of balancing agricultural reforms with farmer confidence and consensus-building.
